Commercial Reporting Options

There are three different methods to report your commercial harvest information:

  • Electronic reporting using FACTS - The FACTS system allows commercially licensed harvesters to report harvest information using your computer, tablet, cell phone, or through speaking with a call center operator. Reporting is done daily (real-time) but only on the days that you harvest. Special harvest flexibilities, like a flexible day off for blue crab and next day check-in for striped bass, are available only to program participants.   • Paper reporting - Commercially licensed harvesters submit their harvest information by writing it on paper forms and submitting the forms to DNR by the 10th of each month, even when you​ do not go out to harvest. Blank copies of the paper forms can be found farther down on this webpage. Completed forms are submitted by one of the following options: Mailed to Maryland DNR Fishing and Boating, 580 Taylor Ave, B-2, Annapolis, MD 21401; faxed to: 410-260-8279; or emailed to fisheriesharvestreport.dnr@maryland.gov​.

  • Electronic reporting using SAFIS - SAFIS is a system developed by the Atlantic Coastal Cooperative Statistics Program (ACCSP) to be used for federally managed fish species. More information on SAFIS and how to sign into SAFIS can be found at the bottom of this webpage. SAFIS reports are due by the 10th of each month or sooner as federally mandated.​

fisheriesharvestreport.dnr@maryland.gov with your name, license number and current address.  Someone will reach out to you shortly to verify your information in our records and we will get a packet out to you as soon as possible.​

If you use lugs during your blue crab harvest activity, you are required to report your harvest by the pound (on both paper reports and with electronic reporting)

Late Commercial Harvest Reporting Information & Lists


As of March 31, 2025, Maryland Department of Natural Resources Fishing and Boating Service has not received the listed harvest reports from the identified commercial fishery license holders. These reports were due to the department on the 10th day of the following month. For example, the September 2025 report was due to the department by October 10, 2025.

If your name appears on this list and you believe you submitted the harvest reports shown, please contact the department at 1-800-893-2722 or fisheriesharvestreport.dnr@maryland.gov.

If your name appears on this list and you have not submitted your reports, please do so now. Per regulation, failure to submit reports in accordance within the regulatorily-prescribed timeframe may result in your fishing license being suspended.

Submit completed forms to: Maryland DNR Fishing and Boating, 580 Taylor Ave, B-2, Annapolis, MD 21401; faxed to: 410-260-8279; or emailed to fisheriesharvestreport.dnr@maryland.gov.
