Projects Under Review

Proposed power plant projects that the Power Plant Research Program (PPRP) is currently reviewing are listed below. Some of these are new facilities and some are modifications to existing facilities, or license modifications to power plants that are already under construction. Projects are grouped together by county location.

The Maryland Public Service Commission (PSC) Case Number refers to the docket number that has been assigned by the PSC. All documents filed with the PSC are available at its website www.psc.state.md.us. Links to specific documents are included in the project descriptions below.

 

DORCHESTER COUNTY

New Market Solar (PSC Case 9635): Proposed 50 MW solar array; facility footprint is approximately 286 acres.

  • A virtual public comment hearing was held on 3 June 2020. A second virtual public comment hearing is scheduled for 30 November 2021.
  • The virtual Evidentiary Hearing was held on 9 December 2021.
  • The current procedural schedule is in the PSC Case Jacket (Item #27).



GARRETT COUNTY

CPV Backbone Solar LLC – Backbone Solar (PSC Case 9663): Proposed 175 MW solar array at a former coal mine; the facility footprint is approximately 1,170 acres.

  • The first public comment hearing was held on 3 August 2021. A second public comment hearing was held on 18 October 2021. 
  • An evidentiary hearing was held in this case on 25 October 2021.

 

KENT COUNTY

Urban Grid – Morgnec Road Solar (PSC Case 9499): Proposed 45 MW solar array on an approximately 471-acre site near Chestertown; facility footprint is approximately 232 acres.

  • PPRP filed direct testimony and recommended license conditions on 17 December 2019 (PSC Case Jacket Item #45).
  • The current procedural schedule is available in the PSC Case Jacket (Item #77).
  • The Applicant and PPRP filed a joint motion for approval of Agreement of Stipulation and Settlement on 1 October 2021. The Kent Conservation and Preservation Alliance filed opposition to this joint motion on 7 October 2021. Between 15 and 29 October 2021 multiple parties filed responses to this motion and supplemental testimony, both direct and reply.
  •  The first public comment hearing was held on 24 April 2019 and the second public comment hearing occurred on 4 November 2021.
  • The Evidentiary hearing was held on 8 through 10 November 2021. 
  • Multiple parties filed post-hearing briefs from 3 to 6 December 2021.

 

SOMERSET COUNTY

Costen Solar, Inc. (PSC Case 9662): Proposed 10.6 MW solar array on an approximately 149-acre site just outside of Pocomoke City; facility footprint is approximately 58 acres.

  • The current procedural schedule is available in the PSC Case Jacket (Item #10). Applicant requested a small change to the procedural schedule on 22 July 2021; the PSC accepted this requested change.
  • A virtual public comment hearing was held on 29 June 2021 and a second public hearing occurred on 19 October.
  • An evidentiary hearing for this case was held on 26 October 2021.
  • The Proposed Order granting the CPCN was issued on 19 November 2021 and, unless appealed, will become final on 21 December 2021.



WICOMICO COUNTY

Kumquat and Citron Cleantech, LLC – Citron Solar (PSC Case 9656): Proposed 7.2 MW solar array on three parcels that span approximately 38 acres in Delmar; the facility footprint is approximately 25 acres.

TRANSMISSION LINE PROJECTS

BGE Five Forks to Windy Edge Transmission Line Reliability Project (PSC Case 9658): Replacement of a 20-mile portion of an existing 115 kV transmission line that runs from the Five Forks substation in Harford County to the vicinity of t​he Windy Edge substation in Baltimore County.

  • A virtual public comment hearing was held on 20 May 2021.
  • PPRP filed direct testimony and recommended license conditions on 25 August 2021.  The Applicant filed rebuttal testimony on 24 September 2021.  PPRP filed surrebuttal testimony on 22 October.
  • The Proposed Order granting the CPCN was issued on 2 December 2021 and, unless appealed, will become final on 4 January 2022.


Potomac Edison – Doubs to Goose Creek Transmission Line Rebuild Project (PSC Case 9669): Replacement of an 18.3-mile portion of an existing 500 kV transmission line that runs from the Doubs substation in Frederick County to the Goose Creek substation in Loudon County, Virginia. Potomac Edison owns 15.2 miles of the Project within Frederick and Montgomery Counties in Maryland. The remaining 3.1 miles of the Project are located in Virginia and are owned by Dominion Energy Virginia.
