Proposed power plant projects that the Power Plant Research Program (PPRP) is currently reviewing are listed below. Some of these are new facilities and some are modifications to existing facilities, or license modifications to power plants that are already under construction. Projects are grouped together by county location.

The Maryland Public Service Commission (PSC) Case Number refers to the docket number that has been assigned by the PSC. All documents filed with the PSC are available at its website www.psc.state.md.us. Links to specific documents are included in the project descriptions below.


ANNE ARUNDEL COUNTY​

Hidden Meadows Solar Project (PSC Case 9685): Proposed 5 MW solar array; facility footprint is approximately 24 acres.

  • The project is currently held in abeyance (PSC Case Jacket Item #22​).

SOMERSET COUNTY

Rosehip Cleantech Project (PSC Case 9684): Proposed 4 MW solar array and 8 MWh battery energy storage system; facility footprint is approximately 18 acres.

  • ​The first virtual public comment hearing was held on 22 March 2023. The second public comment hearing was held in person on 26 June 2023.
  • The Applicant filed direct testimony on 29 March 2023 (Item #27).
  • PPRP filed direct testimony on 30 June 2023.
  • ​The evidentiary hearing will be held on October 11, 2023. All parties must file initial briefs by October 20, 2023 and reply briefs by October 30, 2023.

WICOMICO COUNTY

Walston I Solar (PSC Case 9682): Proposed 9.9 MW solar array; facility footprint is approximately 47 acres.

  • The first virtual public comment hearing was held on 31 January 2023. The second public comment hearing was held in person on 20 June 2023.
  • PPRP filed direct testimony on 8 June 2023.
  • The Proposed Order granting the CPCN was issued on 12 July 2023 and, unless appealed, will become final on 12 August 2023.

Kumquat & Citron Cleantech, LLC – Citron 2 Solar Project (PSC Case 9694): Proposed 7.20 MW solar array; facility footprint is approximately 24 acres.

  • The first public comment hearing was held virtually on 10 July 2023. The second public comment hearing will be scheduled for the week of 6 November 2023.

Porter Mill, LLC – Porter Mill Solar Project (PSC Case 9710): Proposed 45.80 MW solar array; facility footprint is approximately 268 acres across two parcels; limit of disturbance is estimated to be 357 acres.

  • ​The first public comment hearing will be held virtually on November 1, 2023. The second public comment hearing will be held the week of February 26, 2024, with the date, time and location to be determined.

TRANSMISSION LINE PROJECTS

Pepco – Oak Grove to Talbert Transmission Line Rebuild Project (PSC Case 9699): Replacement of a 10.2-mile portion of an existing 230 kV transmission line that runs from the Oak Grove substation to the Talbert substation. The entire Project is located within Prince George’s County.

Delmarva Power and Light – Vienna to Nelson Transmission Line Reliability Project (PSC Case 9698): Replacement of a 13.7-mile portion of an existing 138 kV transmission line that runs from the Vienna substation in Dorchester County to the Nelson substation in Sussex County, Delaware. The Maryland portion of the Project (7.6 miles) extends from Dorchester County to Wicomico County.

  • ​A virtual public comment hearing will be held on October 11, 2023.

BGE – Fitzell Third and Fourth Circuit Reconfiguration (PSC Case 9713): Reconfiguring a 2.5-mile existing 115 kV transmission line. The existing Windy Edge to Riverside overhead transmission line will be intercepted and rerouted to the Fitzell Substation on Sparrow’s Point. Portions of the Project will be constructed underground, including a crossing of Bear Creek.
