Projects Under Review

Proposed power plant projects that the Power Plant Research Program (PPRP) is currently reviewing are listed below. Some of these are new facilities and some are modifications to existing facilities, or license modifications to power plants that are already under construction. Projects are grouped together by county location.

The Maryland Public Service Commission (PSC) Case Number refers to the docket number that has been assigned by the PSC. All documents filed with the PSC are available at its website www.psc.state.md.us. Links to specific documents are included in the project descriptions below.


CAROLINE COUNTY

Waypost Solar (PSC Case 9675): Proposed 92 MW solar array and 80 MWh battery energy storage system; facility footprint is approximately 495 acres.

  • A virtual public comment hearing was held on 8 June. The second public comment hearing is expected to be held in person (if possible) the week of 17 October.

CHARLES COUNTY

St. Charles Energy Center, Reliability Project (PSC Case 9437): Proposed modification to existing gas-fired power plant to install four diesel-fired generators to allow for power plant re-start in the event of a grid-wide outage.

  • A virtual public comment hearing was held on 11 July.
  • The evidentiary hearing was be held on 14 July.
  • The Proposed Order granting the CPCN was issued on 2 August and, unless appealed will become final on 17 August.

HARFORD COUNTY

Constellation Power Source Generation, Modification of Perryman Generating Station (PSC Case 9677): Proposed modification to existing oil and natural gas-fired power plant to install two diesel-fired generators to allow for power plant re-start in the event of a grid-wide outage.

  • A virtual public comment hearing was held on 12 July.
  • The evidentiary hearing was held on 18 July.
  • The Proposed Order granting the CPCN was issued on 4 August and unless appealed will become final on 19 August.

TRANSMISSION LINE PROJECTS

Potomac Edison – Doubs to Goose Creek Transmission Line Rebuild Project (PSC Case 9669): Replacement of an 18.3-mile portion of an existing 500 kV transmission line that runs from the Doubs substation in Frederick County to the Goose Creek substation in Loudon County, Virginia. Potomac Edison owns 15.2 miles of the Project within Frederick and Montgomery Counties in Maryland. The remaining 3.1 miles of the Project are located in Virginia and are owned by Dominion Energy Virginia.
