Projects Under Review

Proposed power plant projects that the Power Plant Research Program (PPRP) is currently reviewing are listed below. Some of these are new facilities and some are modifications to existing facilities, or license modifications to power plants that are already under construction. Projects are grouped together by county location.

The Maryland Public Service Commission (PSC) Case Number refers to the docket number that has been assigned by the PSC. All documents filed with the PSC are available at its website www.psc.state.md.us. Links to specific documents are included in the project descriptions below.

DORCHESTER COUNTY

New Market Solar (PSC Case 9635): Proposed 50 MW solar array; facility footprint is approximately 286 acres.

  • A virtual public comment hearing was held on 3 June 2020.
  • The current procedural schedule is in the PSC Case Jacket (Item #27).

 

GARRETT COUNTY

CPV Backbone Solar LLC – Backbone Solar (PSC Case 9663): Proposed 175 MW solar array at a former coal mine; the facility footprint is approximately 1,170 acres.

  • The first public comment hearing was held on 3 August 2021.  A second public comment hearing is scheduled for October 2021.

 

HARFORD COUNTY

PTR HoldCo – Fairview Farm Solar (PSC Case 9652): Proposed 30 MW solar array; facility footprint is approximately 140 acres.

  • Virtual public comment hearings were held on 15 December 2020 and 20 April 2021.
  • The procedural schedule is in the PSC Case Jacket (item #9).
  • PPRP filed direct testimony and recommended license conditions on 8 April 2021 (PSC Case Jacket Items #27-29).
  • Final order was issued on 28 July 2021.

 

KENT COUNTY

Urban Grid – Morgnec Road Solar (PSC Case 9499): Proposed 45 MW solar array on an approximately 471-acre site near Chestertown; facility footprint is approximately 232 acres.

  • PPRP filed direct testimony and recommended license conditions on 17 December 2019 (PSC Case Jacket Item #45).
  • The procedural schedule was suspended due to the COVID-19 pandemic. Parties reported nearing a settlement agreement, and on 2 August 2021, the PSC issued a schedule for the parties to submit final settlement information (PSC Case Jacket Item #68).

 

SOMERSET COUNTY

Costen Solar, Inc. (PSC Case 9662): Proposed 10.6 MW solar array on an approximately 149-acre site just outside of Pocomoke City; facility footprint is approximately 58 acres.

  • The current procedural schedule is available in the PSC Case Jacket (Item #10). Applicant requested a small change to the procedural schedule on 22 July 2021; the PSC accepted this requested change.
  • A virtual public comment hearing was held on 29 June 2021.

 

WASHINGTON COUNTY

Community Energy – Perennial Solar (PSC Case 9408): Proposed 8 MW solar array on an 86-acre site in the unincorporated community of Cearfoss; facility footprint is approximately 70 acres.

  • The current procedural schedule is available in the PSC Case Jacket (Item #59, with modifications as per Items #84 and #85).
  • The first virtual public comment hearing for the project was held on 16 September 2020. A second virtual public comment hearing was held on 22 October 2020.
  • The proposed order granting the CPCN was issued on 21 April 2021.  The order is currently under appeal.

 

WICOMICO COUNTY

Kumquat and Citron Cleantech, LLC – Citron Solar (PSC Case 9656): Proposed 7.2 MW solar array on three parcels that span approximately 38 acres in Delmar; the facility footprint is approximately 25 acres.

TRANSMISSION LINE PROJECTS

BGE Five Forks to Windy Edge Transmission Line Reliability Project (PSC Case 9658): Replacement of a 20-mile portion of an existing 115 kV transmission line that runs from the Five Forks substation in Harford County to the vicinity of the Windy Edge substation in Baltimore County.
