The pass cannot be used until you physically receive it, and the process cannot be expedited. We issue passes in the order in which applications were received.

The Maryland Park Service offers youth group passes to non-commercial youth organizations. The pass entitles the youth group to free day-use entry to Maryland State Parks, excluding weekends and holidays from Memorial day through Labor Day.

The pass also entitles youth groups to reserve and camp in designated youth group areas, subject to site availability. A valid Maryland Park Service youth group pass is required to reserve a designated youth group camping area, and must be presented at check-in. Reservation transaction fees still apply.

This pass is valid for two years. Passes are not renewed - please allow time to apply for and receive a new pass before your current pass expires. The application process is the same for first-time and repeat applicants.

Qualified youth groups must submit via mail (we cannot process passes over the phone, email, fax, etc.) a completed application, along with the following documents:

  1. Proof of tax exempt status
  2. Documentation to confirm your organization is a current, valid youth group.

Your group must be a non-commercial operation.

Valid documentation of tax exempt status may include: a copy of your organization's current tax exempt card or exemption certificate through your sponsoring organization.

Valid documentation to verify your organization as a youth group may include: scout troop charter certificates or current dated documentation your troop is registered. Schools, churches, religious groups and other affiliated youth organizations may provide documentation on the institution's letterhead that includes information about the group, the group’s name and ages of the children affiliated with the organization.
