Instructions for Universal Disability Pass

STEP 1

  • Register with the Department at our licensing website https://mdoutdoors.maryland.gov/login
  • If you have held a hunting or fishing license since 2017, your information has been migrated to our new licensing system – MD Outdoors. If you are unsure of your login information, click “Customer Lookup” and enter the required information. If an account is found, you will be able to login. If no account is found, or if you have not previously made a purchase, click “Create an Account”. From there you will be taken through the steps to create an MD Outdoors account.
  • Once you create the account, you will be able to print out your DNRid card, which displays your DNRid# (upper left corner).

STEP 2

  • Complete the “Application for Universal Disability Pass”, including your name, DNRid#, phone number, signature, and date.
  • Include one of the following:
    • Copy of your Veterans Affairs disability determination letter
    • Copy of your MVA Disability Parking Certification
    • Certification by a licensed health care professional (bottom portion of application)

STEP 3

  • Submit your application and supporting documentation to any service center by mail, email, or create an appointment to bring it in person.
  • Please note the Cumberland service center does not accept mail.
