Licensing & Registration Service Center Processing During COVID-19 Closure

Are there certain locations that can process renewals, license purchases, transfers, replacement titles and registrations by mail during the COVID closure?

 

DNR has 6 locations that are now able to start processing mail that includes check payments. Bel Air, Centreville, Salisbury, Solomons, Frederick and Annapolis Service Centers are able to receive mail. As we are working with limited staff and access transactions will be processed in due course.

Purchased my 365 Fish boat decal online or renewed my boat registration online, when will I receive my decals?

 

​​We are currently in the process of fulfilling decals that were purchased online. You can use your paper license/receipt for the time being. ​

Can commercial fishing license renewals be processed?

 

Yes. There are two options available to complete a renewal of a license from the 2018-2019 season during the COVID closure. Additionally, under the Governor’s emergency order, renewals do not have to be renewed until 30 days after the emergency order is removed.

  1. Mail your documents and check to one of the service centers listed above.
  2. Scan (or fax to one of the above numbers) all your documents. Include a phone number in your correspondence. A staff member will call you when they are at the service center and complete your transaction by taking your credit card number over the phone and processing the transaction.

Are new commercial fishing licenses able to be purchased?

 

Checks and applications can be mailed to one of the above Service Centers. If a license is available because there is no waitlist, a new license can be issued. Additionally, applications and copies of a driver license (and a US Coast Guard license for guides) can be faxed or scanned and emailed to the service centers above. Include a phone number in your correspondence. A staff member will call you when they are at the service center and complete your transaction by taking your credit card number over the phone and processing the transaction.

Can a commercial fishing licensee transfer their license?

 

Yes, temporary, permanent, and family transfers can be done by mail. All original paperwork and checks should be mailed to one of the above offices. Please indicate transfer on the envelope to expedite service. There will be delays in processing.

Will licenses be issued off the waitlist this year?

 

This will depend on when the COVID emergency ends. The department cannot issue any waitlist licenses until we know how many licenses are available. Since the governor’s emergency order extends the renewal time to 30 days after the emergency order is lifted, we will not be able to begin to review our waitlist until after all renewals are received. ​

Can recreational licenses be purchased?

Can boat registrations be renewed?

 

Yes, online boat registration renewals can still be processed.

Can a new boat be registered?

 

This can be done by mail. All required original documents along with checks can be mailed to the above listed service centers. There will be a delay in processing.
