Projects Under Review

Proposed power plant projects that the Power Plant Research Program (PPRP) is currently reviewing are listed below. Some of these are new facilities and some are modifications to existing facilities, or license modifications to power plants that are already under construction. Projects are grouped together by county location.

The Maryland Public Service Commission (PSC) Case Number refers to the docket number that has been assigned by the PSC. All documents filed with the PSC are available at its website www.psc.state.md.us. Links to specific documents are included in the project descriptions below.

CALVERT COUNTY

Dominion Energy Cove Point (PSC Case 9318): A CPCN was granted previously to construct a 130 MW generating station in Calvert County. The Applicant filed for a modification to the CPCN on 10 August 2017 related to air permitting.

CECIL COUNTY

SunEast/Freepoint - Chesapeake Solar (PSC Case 9451): Proposed 9 MW solar array on a 97.5 acre site along Augustine Herman Highway near Chesapeake City; facility footprint is approximately 55 acres.

  • A public hearing was held on 22 August 2017. A second public hearing is scheduled for 1 November 2017.

CHARLES COUNTY

CPV – St. Charles Natural Gas-Fired Project (PSC Case 9437): Proposed modification for existing 725 MW natural gas-fired project in Charles County. The existing CPCN for the facility was granted in Case 9129, and the project is under construction. There was a previous CPCN modification granted in 2013, under Case 9280.

DORCHESTER COUNTY

Urban Grid – Egypt Road Solar (PSC Case 9434): Proposed 45.9 MW solar array on a 326 acre site located near the Dorchester County line and just inside the City of Cambridge; facility footprint is approximately 289.3 acres. The City and County support this Project as proposed and PPRP continues to work closely with local governments. A revised procedural schedule was issued on 20 June 2017.

FREDERICK COUNTY

Coronal – LeGore Bridge Solar Center (PSC Case 9429): Proposed 20 MW solar array at a site near LeGore Road and Clyde Young Road; facility footprint is approximately 170 acres.

Coronal – Biggs Ford Solar (PSC 9439): Proposed 15 MW solar array on a 151-acre site near the intersection of Biggs Ford Road and Dublin Road; facility footprint is approximately 135 acres.

KENT COUNTY

Community Energy - Massey Solar (PSC Case 9407): Proposed 5 MW solar array on a 96-acre site near the village of Massey; facility footprint is approximately 55 acres.

  • Public hearing has not yet been scheduled.

Urban Grid – Morgnec Road Solar (PSC Case 9438): Proposed 57 MW solar array on a 343-acre site near Morgnec Road; facility footprint is 255 acres. The Project does not conform to the City’s Comprehensive Plan and is presently opposed by the City, County and local organizations. The Applicant has also recently submitted a revised site plan that includes recreational trails. The Applicant requested a 90-day suspension of the procedural schedule to continue coordination with the County; Kent County and the town of Chestertown have filed objections to further continuance of proceedings.

PRINCE GEORGE’S COUNTY

PSEG - Keys Energy Center (PSC Case 9297): Proposed modification to existing CPCN for a 735 MW natural gas-fired project in Prince George’s County. The Applicant made changes during detailed design and submitted a revised air dispersion modeling for review. The Order granting the CPCN was filed in October 2014; the Applicant filed the request for a modification to the CPCN with regard to air permitting on 24 July.

Sol Systems – Phoenix (PSC Case 9446): Proposed 2.5 MW solar array on a 20-acre site near Rollins Avenue; facility footprint is approximately 12 acres.

QUEEN ANNE’S COUNTY

Urban Grid – Jones Farm Lane Solar (PSC Case 9436): Proposed 56.7 MW solar array on a 647 acre site near Millington; facility footprint is approximately 337 acres. A procedural schedule was ordered in July 2017.

Community Energy - Casper Solar (PSC Case 9450): Proposed 36.7 MW solar array on an approximately 360-acre site near Church Hill. The procedural schedule was issued on 30 May 2017.

Community Energy – Big Spring Solar (PSC Case 9402): Proposed 3.5 MW solar array on a 182- acre site near the town of Clear Spring; facility footprint is approximately 46 acres.

Urban Grid - Brick Kiln Road Solar (PSC Case 9454): Proposed 5.40 MW solar array on a 74 acre site near Salisbury; facility footprint is approximately 36 acres.
