Gwynns Falls/Leakin Park is Baltimore City’s largest and among the largest urban woodland parks in the country. This 1,000+ acre greenspace in the Western part of the city is an invaluable ecological and community resource that includes old-growth forests, miles of trails, historic structures, recreational and educational programming, and critical habitat for birds and wildlife not traditionally found in urban spaces.
To maximize resources, meet local needs, and promote partnership to create the best experience possible while meeting local needs, the Department of Natural Resources (DNR) is collaborating with Baltimore City Recreation and Parks (BCRP) and the Office of Mayor Brandon Scott to establish Gwynns Falls State Park as a “partnership park” jointly managed and maintained by the state and the city.
In 2024, the
Gwynns Falls State Park Bill was passed into law, requiring the Department of Natural Resources (DNR) and Baltimore City to form the Gwynns Falls State Park Advisory Commission. The commission will engage a diverse advisory committee of community members and stakeholders, alongside public focus group meetings, to assess local priorities and provide input on the park's scope and management. Insights from the advisory committee and focus groups will guide DNR in compiling a report, due by December 1, 2025, to identify properties suitable for inclusion in the state park and outline funding needs for the partnership park.
The Advisory Committee includes:
- At least one member of the Friends of Gwynns Falls/Leakin Park;
- At least six members representing local park advocacy organizations, local environmental organizations, local historic preservation organizations, neighborhood organizations from neighborhoods that border the future Gwynns Falls State Park site; and
- Any additional members as determined by the Department and Baltimore City.
