Protecting Maryland’s forests during development requires more than regulation—it takes trained, experienced professionals who understand ecology, planning, and compliance. That’s why the Forest Conservation Act (FCA) requires that Forest Stand Delineations (FSDs) and Forest Conservation Plans (FCPs) be prepared by FCA Qualified Professionals.
These professionals play a critical role in ensuring that proposed development:
- Identifies and conserves priority forest areas early in the design process
- Complies with state and local FCA requirements
- Contributes to Maryland’s goals for smart growth and long-term forest stewardship

Who Can Prepare FSDs and FCPs?
Under the Forest Conservation Act, FSDs and FCPs must be prepared by:
- A licensed forester
- A licensed landscape architect
- A Qualified Professional approved by the Maryland Department of Natural Resources
Eligibility requirements for Qualified Professionals are outlined in COMAR 08.19.06B (1)–(4).
Qualified Professional Eligibility
To become a Qualified Professional (QP), you must meet one of the following:
- A bachelor’s or graduate degree in:
- Natural Resource Sciences or Management
- Landscape or Environmental Planning
- Four years of relevant professional experience in those fields or an equivalent (as determined by the State FCA Coordinator)
- A graduate degree plus at least one year of relevant experience
In addition to the criteria above, all applicants must successfully complete a DNR-approved forest conservation course.
About the Approved Course
To ensure consistency and quality, Qualified Professionals must complete a DNR-approved forest conservation course. This training prepares individuals to conduct Forest Stand Delineations and develop Forest Conservation Plans that meet Maryland’s regulatory standards.
The course includes 40 hours of instruction, blending classroom learning with field-based application. Topics include forest ecology and tree identification, site evaluation, mapping tools, and plan development. Participants also gain a working understanding of permitting processes, sediment and grading controls, and long-term forest protection measures—all within the context of the Forest Conservation Act’s regulatory framework.

- Carroll Community College
