MDE and DNR work together to determine Total Maximum Daily Loads (TMDLs) and produce the "303d" list.

Total Maximum Daily Loads (TMDLs) are a requirement, found in section 303(d), of the federal Clean Water Act (CWA) that became law in 1972. The "303(d)" list, as it is historically known, is a list of a jurisdiction’s impaired surface waters.
