Access and Use of Internal DNR Geospatial Data

I. Purpose
    The purpose of this policy is to ensure that all units of the Department of Natural Resources (DNR) are allowed appropriate access and use of the geospatial data maintained by DNR for internal use. Spatial data located on servers, individual hard drives or other removable storage devices (such as CD’s, DVD’s or removable hard drives) and intended for use by DNR staff only is considered internal data. These data include data created or owned by DNR as well as data licensed or otherwise acquired for internal DNR use only.
II. Scope
    This policy applies to all units, geospatial data producers, users and custodians within DNR for:
    • Geospatial data developed internally, purchased, licensed or acquired for DNR use, and
    • Geospatial data that is made available to internal DNR users via internal data servers designed and managed for common access and use on the wide-area network, and
    • Geospatial data stored on individual hard drives or other removable storage media (such as floppy disc’s, CD’s or DVD’s), and
    • Geospatial data considered public domain, unless it is already made publicly available through normal distribution channels, as well as that which is restricted and governed by a license agreement.
III. Policy
    To the extent practicable and as deemed appropriate by the data developer or custodian, DNR users shall be provided access and use of geospatial data for internal use only. Data for internal use should not be distributed outside of DNR without prior permission. Permission to distribute such data must be obtained from the data developer or custodian prior to release of the data. Users are considered external to DNR if they are not DNR employees (salaried or contractual). Users external to DNR but considered formal partners with DNR, such as through a contract or Memorandum of Agreement, may be provided access to internal data provided that appropriate license or use restrictions are observed and that such access does not violate applicable IT policies, procedures and standards.

    This policy does not apply to geospatial data that is already made publicly available through normal distribution channels.

IV. Responsibilities
    The Chief of Information Technology, in conjunction with the DNR GIS Council, shall implement this policy and review it annually.

    Each unit shall adhere to this policy.
