What is Collective Bargaining?

Collective Bargaining is:
  • An opportunity for you as a state employee to actively play a role in making positive changes to protect and improve your wages, benefits and working conditions
  • A Maryland state law
  • One of your most important rights as a state employee

Collective Bargaining isn't:

  • A quick fix for everything that needs improvement
  • Somebody else's responsibility
  • An organization that can be effective without involvement of it's membership

Collective Bargaining Units:

  • The different Bargaining Units are collections of the different job classifications in the State workforce. Each job classification is assigned to a specific Bargaining Unit.
  • Each Bargaining Unit is represented by a union that was elected by the members of the Bargaining Unit as the exclusive Bargaining Representative for that unit.
  • One specific union, was chosen to represent each of the Bargaining Units
  • Although only the Union that represents your job classification can negotiate your contract, as an individual, you have the right to support and join any union you wish.

Bargaining Units - The contracts for each bargaining unit previously posted on DBM's website have now been removed. Contact your shop steward or HRS for a copy of your contract. The three unions that are active in DNR are:

Bargaining Unit "G" - Maryland Professional Employees Council
On April 23, 1997, ballots were counted in the election for union representation of Maryland's engineering, scientific and administrative state employees. The result was an overwhelming victory for the Maryland Professional Employees Council -- MPEC.

MPEC is the only full-service union representing 4,800 State of Maryland professionals in engineering, scientific and administrative professionals. Some of the job classifications included in Bargaining Unit "G" that are now represented by MPEC, are; architects, planners, foresters, biologists, water resources engineers, computer professionals, data processing, network personnel, administrative officers, and many more.
