    Task Force for Fisheries Management Work Group Rosters

    Habitat Work Group
    Objectives: Assess current programs for the protection and improvement of existing fish habitat, identify the strengths and weaknesses of current programs, identify opportunities and approaches for the fisheries service to better protect and enhance fish habitat, and discuss the relative priority that should be afforded this work.     Fisheries Planning Work Group
    Objectives: Assess current planning authority and the process for the generation of Fisheries Management Plans (FMP’s). Identify and prioritize opportunities associated with the current planning process, including, but not limited to: public involvement, allocation procedures, addressing multi-species and ecosystem based interactions, and the coordination of state, regional and coastal plans. Identify alternative models to address priority concerns and recommend preferred policy, regulatory and/or statutory approaches to improve the planning process.

    Alternative Management Work Group
    Objectives: Assess current approaches to management of fisheries – with particular emphasis on efficiency and effectiveness of the management process for the Fisheries Service, participants in the fishery and related industries. Explore alternative approaches to management, including but not limited to individual transferable effort systems, individual transferable quota systems and other dedicated access privilege systems. Look at best practices in use elsewhere that might have application in Maryland. Evaluate alternative models currently in place in Maryland. Use the commercial striped bass fishery as a model to explore alternative management approaches. Recommend policy, regulatory and statutory changes to implement preferred approaches

    Objectives:Evaluate the present collection, availability, and management of fisheries data.     Objectives:Review conflicts, discrepancies, and ambiguous laws and regulations. Make recommendations to clarify and streamline statutes. This workgroup will provide legal resources for other workgroups, and will work to reconcile conflicts between the recommendations made by the workgroups and the existing regulations.
