How to apply for PUMPOUT GRANTS
Marine Sewage Pumpout Facility Grants
The Department of Natural Resources provides a reimbursement of up to $15,000 to marinas for the purchase and installation of marine sewage pumpout facilities. Marinas that install these systems provide boaters with a proper method of disposing of their sewage and thus contribute to cleaning up Maryland waters. Grant funding is also available for pumpout operations and maintenance, pumpout upgrades and replacement. This program is funded by the Federal Clean Vessel Act (75%) with supporting funds (25%) from the Maryland Waterway Improvement Fund.

Who Should Apply?
Any public or private marina.

How to Apply
An Eight Step Process

  1. Step 1: Contact DNR at (410)260-8770 to obtain a grant application, or download a copy in Adobe Acrobat format.

  2. Step 2: Complete the form and submit to DNR.
  3. Step 3: Complete Part I of the "Clean Vessel Act Grant Coordinated Environmental Review Form" and submit to the Maryland Department of the Environment (MDE). This form will be provided by DNR.
  4. Step 4: Obtain local permits and approvals (DNR can help to put you in touch with the proper agencies). After this is done, MDE will approve your installation.
  5. Step 5: Submit a proposed plan for the facility. Include:
    • Brief Description
    • Equipment to be purchased (with prices)
    • Competitive bids for installation
    • Copies of any required permits
    • Drawing showing location for installation (include electrical and plumbing runs)
  6. Step 6: Once approval to proceed is received, purchase equipment and install pumpout.
  7. Step 7: Call DNR for inspection upon completion.
  8. Step 8: Submit invoice and proofs of payment to DNR. Some marinas choose to pay for the equipment, receive a reimbursement, and then use that money to pay for the installation. Installation expenses are reimbursable after the final inspection.
Notes
Permit fees are reimbursable. Maryland law requires that all marinas with 50 or more slips berthing any boats over 22' have a pumpout. New marinas and expanding marinas (more than 10 slips) must also have pumpouts. For assistance, please call (410)260-8770.
