Executive Summary
The 2000 Statewide Nonpoint Source Management Plan Update is a comprehensive guide
to the State’s nonpoint source problems, pollution control programs, and
future step for nonpoint source pollution control and prevention. This Plan
updates the "Nonpoint Source Pollution Management Program," prepared
in April 1989. Maryland assembled this document in accordance with guidance
contained in the Nonpoint Source Program and Grants Guidance for Fiscal Year
1997 and Future Years and the Final Administrative Changes to the Coastal
Nonpoint Pollution Control Program Guidance. The document was developed to
comply with the Environmental Protection Agency (EPA) and the National Oceanic
and Atmospheric Administration (NOAA) requirements, but was also written for the
public to describe what is being done in Maryland to control or prevent nonpoint
source pollution. The report is divided into six chapters: Introduction,
Resource Assessment and Monitoring, Watershed Management Programs and
Initiatives, NPS Programs and Initiatives, Public Outreach and Assistance
Programs, and Future Directions. The NPS Programs and Initiatives chapter is the
core component of the Nonpoint Source Management Plan document. This chapter is
divided into the following nonpoint source pollution categories: agriculture,
developed lands, forestry, marinas and recreational boating, hydromodification,
wetlands, atmospheric deposition, and mining.
Maryland’s Nonpoint Source Management Plan Update was developed by Nonpoint
Source Program staff in close cooperation with State and local nonpoint source
program managers. Throughout the entire process these program managers were
consulted so that the Management Plan contains the most current year 2000 information on
nonpoint source pollution control programs and their long and short term goals.
An update is planned for release in 2004.
